What is Evaluation?

Evaluations are a rigorous stage in Procurement in which vendor submissions are reviewed in detail and assessed for quality. Every question/criteria is manually noted for reference for bidder and evaluators. 

What Challenges are Encountered?

Manual configuration of the evaluation stage(s) can take months for a complex RFP or RFO. The bid process is lengthy and utilizes a variety of tools that cannot be referenced easily during evaluation. There is no way to easily validate word count or completion of documents, without hands on effort by evaluation staff. Documents are commonly submitted in various formats with inconsistent application of understanding. Evaluation staff manually compiles teams and must individually assign each evaluator to each individual question (either in a spreadsheet or through a outdated evaluation system).

Departments can manage the entire evaluation process from assignments to scoring, and track the number of completed submissions. Departments can also prevent evaluators from accessing responses by digitally sealing all proposals and costs, across multiple stages. Evaluators can only view and score criteria assigned to them, and adhere to scoring and weighting rules presented to them; that are highly configurable to the needs of the project.
